The Low-Income Weatherization Assistance Program provides weatherization and energy conservation services at no cost to households below 60 percent of Oregon statewide median income or up to 200% of poverty level. Primary funding for the program is from the U.S. Department of Energy with other funds from the U.S. Department of Health & Human Services, utility companies and the Bonneville Power Administration.

Weatherization services can be received by filling out an Energy Assistance application at Community in Action for Malheur County, and the Harney County Senior and Community Services Center in Harney County. (see income guidelines).

This program is open year round, so we encourage clients to start thinking about weatherization services before the cold weather hits. We are not just "people who replace windows".  We conduct diagnistic testing on homes and install measures on homes to make them more energy efficient and comfortable at no cost to income eligible clients.

Eligibility Requirements / How To Apply:

To be eligible, a household's income must be below 60 percent of Oregon´s median income. Income is based on all income in the household, for all members of the household, before payroll deductions. A qualifying household must apply by contacting CinA and be placed on a weatherization waiting list.

The waiting period varies, however households with senior and disabled members, and households with children six years of age and under are given priority. Once a home is scheduled for weatherization, the applicant is contacted and an energy audit is scheduled. An energy audit determines the appropriate measures to be initiated based on the existing condition of the home and the funds available.

Completed work is inspected to ensure quality workmanship and compliance with program standards.

Weatherization services provided could include:

  • ceiling, wall, and floor insulation

  • energy related minor home repairs

  • energy conservation education

  • infiltration reduction

  • furnace repair or replacement

  • heating duct improvements
