Residential Rehabilitation
Oregon Housing and Community
Services, in partnership with rural cities,
counties, and local nonprofits, helps low-income
homeowners (view
income limits) obtain the funds they need to
complete home repairs in rural areas.
Each year OHCS awards Community Development
Block Grant (CDBG) funds to cities and counties
to implement a home repair program.
Cities and counties typically hire a local
nonprofit agency to implement the home repair
program. The local nonprofits then work with
eligible households and assists them through the
entire process including determining their
eligibility, developing a scope of work,
selecting a qualified contractor and all the way
through to the completion of the home repairs.
The City of Nyssa was awarded a Residential
Rehabilitation grant in 2009. Community in
Action is the local nonprofit administering the
program. Eligible home repairs
must address health and safety concerns such as
weatherization, electrical and plumbing
upgrades. Basic home
maintenance work is also eligible, which may
include roofing, siding, insulation, dry rot
repairs, heating systems, light fixtures, and
the installation of built-in appliances.
Currently, this program is available only to
homeowners within the city limits of Nyssa.
However, we will be expanding to other areas as
additional grants are received.

On December 10, eligible
homeowners who are struggling to pay their
mortgages due to unemployment or a significant
loss in income can turn to a new online
resource:
www.oregonhomeownerhelp.org
The new website is home to
the Oregon Homeownership Stabilization
Initiative’s Mortgage Payment Assistance (MPA)
program. Under the program, the state will pay
the mortgages of selected applicants for as long
as a year, up to a $20,000 maximum. Program
participation is limited to 74 in Malheur County
and 119 in Harney County. Participants will be
randomly selected from the applicant pool on
January 18, 2011.
At the website, homeowners
can learn more about the MPA program, see if
they may be eligible, and sign up for regular
program updates. To be eligible, homeowners can
make up to 120% of state median income, for
example, a family of four can make up to
$74,160. Additionally, the homeowners must be
promissory note holders on the home, and the
home must be their primary residence. Note
holders must have experienced a 25% decrease in
income over the past 60 days as compared to 2008
and 2009 gross income. For more information, to

OHCS has identified Community
in Action to help homeowners navigate the
application process. Once a homeowner begins an
application, Community in Action will be
notified, and will contact homeowners to assist
with completion the application process.
